Presentation on the excessive length of the preliminary investigation and court proceedings at the second meeting of the working group in Kiev

On 13 July 2017, upon invitation by the managers of the Council of Europe project “Support to the Implementation of the Judicial Reform in Ukraine”, Oleksandr Ovchynnykov participated in the second meeting of a work group tasked with the elaboration of an effective domestic remedy to accelerate judicial proceedings and/or obtain compensation for violations that had already occurred in Kyiv (Ukraine).

Oleksandr Ovchynnykov commented in some detail on the issue of legal instruments emanating from international organizations, which provide certain guidelines for the elaboration of an effective domestic remedy to accelerate judicial proceedings and/or obtain compensation for violations that had already occurred. He also actively participated in the discussion of the concept paper relating to the effective domestic remedy which had been prepared by a national expert of the project.
